  • Income-Based Eligibility: Household income must be at or below 135% of the Federal Poverty Guidelines.

  • Program-Based Eligibility: Participation in any of these programs qualifies:

    • Medicaid

    • Supplemental Nutrition Assistance Program (SNAP)

    • Supplemental Security Income (SSI)

    • Federal Public Housing Assistance (FPHA)

    • Veterans Pension and Survivors Benefit

    • Tribal Programs (BIA, Tribal TANF, FDPIR, etc.)
